According to the network test recently, it might have PvP. However, might be delayed due to that they are more focusing on the PvE contents such as Co-op.

In this case, this will pretty much depend on just how popular the game would be in the future, so that dev can decide to make any updates. (unless it can have PvP contents as it release)

Code Vein doesn't have PvP. If you needs an alternative to Code Vein PvP, check this.
