Officially Kurtzpel PC minimum system requirements are:

Memory: 8 GB RAM
Graphics: NVIDIA® GeForce® GTX 750 ti or AMD Radeon™ R7 360 (VRAM 2GB)
DirectX: Version 11
Network: Broadband Internet connection
Storage: 30 GB available space
Sound Card: DirectSound (DirectX® 9.0c)
Additional Notes: 1080p/60fps when graphics settings are set to "Low" (720p/60fps when "High")

However, you don't even need that. I play Kurtzpel on my 5 years old laptop with following spec:
CPU : i5-6200U (i3-6100 in minimum spec is better than this CPU about 20% in terms of speed)
GPU : Intel HD 520 (GeForce® GTX 750 ti in minimum spec is better than this GPU about 321% in terms of speed)
RAM : 8GB

And I get constant FPS between 30~40, except crowded town, at lowest graphic setting with 1280x720 resolution. 
For me it is very playable, as long as you don't livestream and don't play PvP where some sort of seriousness is required.
