I guess you are right. There is disadvantages as well.
Personally I think, when it comes to put a slot, 70% is maximum for hp slot and 10% is 1/7 of 70%, while 10% is 1/10 of 100%, which is maximum damage that a weapon can give. So probably I guess, hp 10% is but more valuable than atk 10%

Even though it was 14% decrease drop of atk (becuz 14*7 is nearly 100%), yeah I don't think it can make some visible difference.
So you are right. It just depends on each person. I would only put 70% hp if I found there was a blow that killed me by oneshot when my hp was full before die.
